Sorry, it comes with the dblatex program:

This is a program for converting DocBook XML docs to PDF by way of LaTeX.

As I say, I've had this working before, and I'm still using the same
version of dblatex that I was when this was working.  So something else
must have changed (behind my back; I'm sure it can't be my fault :-)).
