[XeTeX] xetex memory usage

In miktex the configuration files are splitted.

With e.g. initexmf --edit-config-file xelatex you open a local version
of xelatex.ini and there you can add the changes for the "format"
xelatex. The global xelatex.ini is in miktex/config.

Some of the parameters can also be changed with options on the command
line.
