I don't understand your comment.

  {eso-pic}  is good for adding pictures onto pages of your
document; e.g. as a background image.
Here the OP just wants output of a TeX-constructed logo,
as if a single PDF image at it's natural size.
There is no need for a constructed page, apart from this single
image; hence there is no need to use the \output routine at all,
and certainly no need to alter the \shipout primitive in any way.

It is enough to simply use \shipout directly, after having
adjusted the origin and measured the dimensions of what is
to be output; these becoming (locally) the PDF page size.
