\scalebox command in PSTricks package is obsolete,
in order to avoid a conflict with the one in graphics.
Use \psscalebox instead.

You are not using the updated xdvipdfmx but using the
one in TeXLive!

OK, you have find a bug in the current version of
xdvipdfmx, namely it doesn't recognize Rot correctly.
Until the bug is fixed, you can use a workaround:
\rput{90}{should be rotated left.}
instead, which would use supported operators
RotBegin/RotEnd
