Not really needed on the Mac:
alt (AKA option) key + 2 = “
alt/option + shift + 2 = ”
alt/option + # = ‘
alt/option + shift + # = ’

In german texts I use:
alt/option + q = «
alt/option + shift + q = »
alt/option + shift + b = ‹
alt/option + shift + n = ›
