Try
\usepackage[dvipdfmx]{graphicx}
and use xdvipdfmx driver.
You may have to set up distiller_template (usually
ghostscript) in dvipdfmx.cfg
(Fortunately, the xdvipdfmx driver in TeXLive 2007
does not have PSTricks support implemented, and
EPS inclusion should not be broken.)
