Yes: you can compress it to some uniform colour. There is a close to  
infinity number of utilities, programmes, applications, and other  
scrap that can compress an already compressed JPEG image. 75 % of 75  
% of 75 % of 75 % of ... I think it leads to 100 % compression. All  
this can't happen with PNG, GIF, or TIFF. (Although PNG has problems  
with ICC profiles.)
