Yep, it supports both UTF-8 and UTF-16 LE/HE.

Yes I know it doesn't work. But PDFView.app doesn't care if pdfsync is
there or not and
does the same job with both xetex and LaTeX with TextMate, I just
forgot to remove that
line from my basic templates.
