There used to be a utility for Windows called COMPOSE.exe by DEC  
which was modelled on the ``Compose'' key on their dedicated word  
processors which allowed this. A contemporary successor to it is  
``All Chars'' by White Ants Software:

I wish there were a tool like to it for Mac OS X (I guess I should  
try PopChar (http://www.macility.com/products/popcharx/) again....).
