Thanks for clearing that out. Like Ross, I was under the impression  
that << and >> were tricks introduced by the babel package for some  
languages.

The ligatures <<, >> and ,, are indeed mentioned in section 3.15 of  
usrguide.pdf. However, I think they would become easier to notice if  
they were presented in tabular form, together with the corresponding  
characters «, » and „ and commands \guillemotleft, \guillemotright  
and \quotedblbase, as the standard ligatures are in section 3.14.

Trying <<, >> and ,, with Lucida fonts and the lucidabr package, I  
can confirm the ligatures work, with both T1 and LY1 encoding.
