\newcommand{\oneEzeroC}{{\transfont\string Ḍ\normalfont
\selectfont}}

\catcode"1E0C=\active \def^^^^1e0c{{\protect\oneEzeroC}}

which'll get \oneEzeroC'' into your .idx which should be okay
(untested). If necessary, add a second layer of \protect''ion. (say
naming (and order of naming) as needed)
