There are several different forms of the link command and
destinations in PDF, and Preview only understands certain types.
Unfortunately, the links XeTeX generates use a type of link command
that Preview doesn't handle. (This wasn't by choice, it's just what
the PDF::Reuse module that I used happens to generate.)
As we move to a dvipdfmx-based back end, this problem should be
solved. That driver isn't entirely ready for use with XeTeX on Mac OS
yet, though -- and has some issues still to be finished on Linux,
too. So for now that's just the way it is, I'm afraid.
