If I interpret Karl's message here
<URL:http://tug.org/pipermail/tex-live/2006-June/010562.html> correctly,
then TeX Live uses the same setup as teTeX 3.0. Everything uses pdfetex,
but there is one exception, which is when one calls 'tex'. David's reply
to this message seems to have conviced Karl to keep it like this.
