Yeah, seemed inevitable once the LaTeX team decided to standardize on  
etex.

Names can't be copyrighted. It could be a violation of AMS's  
trademark on the name \TeX, or a contravention of his license, but I  
don't think it's either of these....

AIUI, so long as it passes the trip test it can be called ``TeX''.

The filename restriction is specific to tex.web (and other files,  
MF.web?)
