That's a bit odd; it works for me. Perhaps the document class you're  
using has other ideas about line spacing that override this. (Try it  
with \documentclass{article} and see if that works.) If I have some  
time tomorrow, I'll look at the KOMA classes and perhaps have more to  
say.
