Stephen's LaTeX and Babel are much older:

Since Babel can muck around with catcodes ...

   ... then the older Babel seems a more likely suspect.

But yes, if xetex.def has been tampered with, then that
might be the cause of the problem; appearing now, only
because of the newest XeTeX, and maybe not reproducible
by anyone else.
