[XeTeX] E not lowered in \TeX in .995

All calls to \TeX just produce TEX and in \XeTeX neither E is  
lowered. Am I missing some package? I know that these are redefined  
in xltxtra. If I replace \xxt at lower@e with .5ex in the logo def then  
the E is lowered.
