AFM files can contain this sort of information in this form:

,----[ /usr/share/texmf/fonts/afm/adobe/palatino/pplr8a.afm ]
| C 102 ; WX 333 ; N f ; B 23 -3 341 728 ; L i fi ; L l fl ;
`----

So here the two ligatures /fi and /fl are defined for /f followed by /i
or /l respectively.
