In the first curly braces you see two directory names. Each of them can 
have the three directory names from the second pair of curly braces. 
It's not needed that xetex has a latex sub-directory.

Re-running texhash is not necessary since the files and their locations 
have not changed. The CNF files are run-time instructions to the TeX 
components to make their lives a bit easier.
