[XeTeX] making a format file of ConTeXt using XeTeX

No need for apologies; we're all trying to figure this stuff out!

Just guessing: could it be that your machine had an older texmf.cnf 
without the "$engine" component in TEXFORMATS? That's a relatively 
recent addition.
