[XeTeX] making a format file of ConTeXt using XeTeX

That's very puzzling. It's as though the tool isn't reading the .pfb 
file correctly, though it must be at least finding it (or it wouldn't 
try to "activate" it at all).

Could I see the output of:

	kpsewhich cmtt10.pfb

	ls -l `kpsewhich cmtt10.pfb`

just to check that the .pfb on your system matches what I see here?

Sorry it's giving so much trouble... I'm still unsure why this is 
failing for you.
