That should be permitted by default in TeX (unless \exhyphenpenalty is 
 >= 10000, or the current font's \hyphenchar is not the hyphen). It 
won't work in XeTeX (with AAT/OT fonts) because of the current 
hyphenation bug, but that's fixed for the next release.
