Yes, /Library/Fonts applies to all users, so given that creating a new 
user avoided the issue, you didn't need to worry about it.

Classic fonts could be another matter, in that I think different users 
could have different Classic system folders selected in System Prefs. 
When you create a new user, I suspect (without testing) that initially 
no Classic folder is configured, and therefore no Classic fonts will be 
active in OS X for that user. (I'm not confident of this; only 
guessing!)
