[UKTUG-Committee-Motions] Baskerville Format

It is proposed that:

1. Baskerville is produced in A4 format using default LaTeX fonts.

2. Baskerville is distributed as a PDF through "UK-TUG Announcements".

3. Baskerville is distributed as a paper copy to all members except those
who have opted out.
