[UKTUG-Committee-Motions] Establish a uktug-projects sub-committee mailing list.

MOTION:

That a mailing list be established (uktug-projects) for the project
funding sub-committee to use for discussions relating to funding
projects. All members of the sub-committee are able tosubscribe, and
the archives will be available only to those subscribed.
