Dear UK-TUG member

First, apologies if you receive the bulk of this message twice -- it is 
being sent to all UK-TUG members, and also to our special mailing list 
which has been set up to discuss modifications to our constitution (more 
on this below).

In the late summer, the UK-TUG Committee circulated a draft constitution 
and asked for comments upon it. We have received a few comments (on this 
mailing list), and so I haved taken the opportunity to prepare a revised 
version, v 3.1. This is available on the web, at

Here is a little more information about this version. It incorporates 
some (though not all) of the suggestions made on this mailing list, and 
it tidies up some inconsistencies. It also makes explicit provision for 
regulations to permit the conduct of business electronically: although 
we have moved towards this in recent years, there has always been some 
doubt about the extent to which this has been constitutionally 
sanctioned, and so we have tended to be rather conservative.

If you would like to see more explicitly how this version relates to the 
previous one, you could check "version 3.0",

which in content is identical to version 3.1 but contains all the 
footnotes giving the reasons for the changes from version 2.0 and, 
indeed, from the original Charities Commission model constitution. You
