come, two OKs in one day. this is progress. now, if Alan, Michel and Joachim
agree (as being people who have commented), then we can assume
consensus, and work up a new paragraph for TDS 1.0. Do NOT forget that
we have to produce this! what we just published in TUGboat is not the
end yet.

One thing i would like added is an explicit statement about
subdirectories for bibtex/bst and bibtex/bib
