I have split it, in tds-html.tar.gz and tds-info.tar.gz. It will be
copied to the CTAN tds tree tonight. It will _not_ be in
tds/draft-standard/, but in tds/misc/. The README file has been
changed to point to the new files.

That's because draft-standard/ is a direct mirror of Karl's machine.
mirror would discard my new files RSN. If somebody thinks one should
introduce a special directory for these two files (draft-aux?) one
should raise this issue. Best to do it until 22:00 CET (16:00 EST)
tonight, as I'm not so often at the University any more.

Obviously you hadn't problems with the administration of a large ftp
site yet. At our site, we had lots of problems with illegal material
that can bring an ftp administrator into trouble (ranging from stolen
software to kids porn). Restricting access to /incoming was the only
possibility left.
