No.

The subfigure package is not part of the LaTeX project. Reading its
docs, typically with
texdoc subfigure
would have told you the name of the author. It would also have told
you how to use the \subfigure command. The argument to it is _not_ a
file name but the material to be typeset there. In your case,
probably something like \includegraphics{pdf_fig}.
