LaTeX does not support _any_ graphic format.  Dvips does.  Dvips
could support more graphic formats if code was included into it.
However, for this to be convenient, LaTeX should know about the
dimensions of included graphics.  EPS files are ASCII readable, so
LaTeX can extract the necessary information easily.  Since EPS
wrapper procedures exist for most interesting formats (jpeg2ps,
tiff2ps and a few others), there is not much of an incentive to go
via other paths.

Only of you are using the wrong programs for conversion.
