That will happen if and only if the administration is the main
activity instead of TeX development and entrusted to professional
administrators.

I dont think this is ever going to happen in TUGIndia, because with a
single national organization and a board drawn from all over India, we
haven't experienced any bureaucratic embraglio so far, which means, it
depends on the people who lead it, if they share proper vision there
are no dangers of bureaucracy.

    Amitabh> Also, the dedication level of a few people at each Zonal

Dont underestimate people, peoper leadership will evolve, you need to
inspire them and trust them only.
