Hi,

If you still want to persist in using windows then try this,

This is for the same xfig installation in windows.
http://www.cs.usask.ca/grads/wew036/latex/xfig.html

This is GIMP for windows, whereby one can create their own overlay etc.,
for pdfscreen presentation.
