Hi
You have to put the *.tex files in 
/texmf/tex/latex/<telugutexsubfolder>. 
*.mf files should be put in texmf/fonts/source/<telugutex>.
If you are using TeTeX1.0, look at the FAQ(question 15) I think, which
talks about user files)  and the tds.dvi(which describes the tex
directory structure.)
You may also consider installing itrans package 
available from www.aczone.com which suppors telugu.
