[Tuglist] itemize/enumerate/description question

I have gotten wedded to a style where itemized lists are always one
size smaller than the body text. So I do

----------------------------------------------------------------------
text text

  {\small
  \begin{itemize}
  \item a
  \item b
  \end{itemize}
  }

more text\footnote{This life is a test.
     {\scriptsize
     \begin{itemize}
     \item c
     \item d
     \end{itemize}
     }
} here.
----------------------------------------------------------------------

How does one redefine itemize,enumerate,description so that these
things happen automatically?
