[Tuglist] diff bet ~\cite and \cite?

~ is used to denote non-breakable white space. By give

see~\cite{foo}

you forbid a line-break between `see' and `[1]' in the dvi file. Otherwise
TeX might break the line there. 

While writing intials of persons too, this is followed. If you do not give 

D.~E.~Knuth

TeX might print `D.' on one line and `E. Knuth' on the next line.
