[tlu] TLU failure

Hi, all,

I just tried an update of tlpretest on two systems, 10.6.8 and 10.11.4.

On 10.6.8, using HMC.EDU, the update succeeded.

On 10.11.4, using both HMC.EDU and MATH.UTAH.EDU, the update of the infrastructure failed.

I'm attaching the log file for the two attempts on 10.11:
