[tlu] beta with support for TL 2016

Adam,

The load on Utah lightened up, and I just successfully installed a critical
update with TLU beta, and then started updating regular packages.

I ran into trouble with this update, but it looks like the trouble is
just another hammering of the Utah site. I’m not worried, and TLU
is still trying.

I bet things are working fine. Will report again later.
