Yes, that's what I get, but without anything afterwards (apart from trying once more to execute /usr/texbin/kpsewhich).

To be sure SIP wasn't involved, I booted into recovery mode to disable it (BTW the Security Configuration item in Utilities is gone, all that's left is csrutil in Terminal). Problem with TLU unaffected. Needless to say I went back to recovery more to re-enable SIP immediately after this.
