This says you have been hit by the problem reported here and there: an incorrect TeX Live Manager (tlmgr, the Unix program TLU is a GUI to) has inadvertently found its way into TeX Live.

So you did what's advocated, go to Actions > Reinstall TeX Live Manager. This normally downloads the script update-tlmgr-latest.sh from your CTAN repository, then applies this script. But the download failed in your case, so your tlmgr wasn't fixed and you're back to the start.

This won't solve the problem. It will reinstall TLU, but not tlmgr which is a part of your local TeX Live install and lives at

/usr/local/texlive/2013/texmf-dist/scripts/texlive/tlmgr.pl

What I suggest is try another CTAN mirror. For example go to Configure > Manage Repositories, and double-click on

http://mirror.ctan.org/systems/texlive/tlnet

which is normally at the top of the list. This will make the CTAN multiplexer your currently active CTAN repository. Hopefully this will select another mirror than the CTAN one. Then you should repeat Actions > Reinstall TeX Live Manager, and maybe that will work this time.
