[tlu] After updating Mac TeX Live utility to version 1.16 (1.16) per the update prompt packages no longer refresh or update.

THe last time I ran TeX Live was on September 14.
  All updates and refreshes worked fine.
WHen I attempted to run Mac TeX Live today I was requested to update. the app. After updating things are broken i.e., I cannot refresh or update packages.

NOthing has changed on my system.

How do I resolve the problem?
