[tlu] TLU beta with fancy versioning

I'm building a new beta with support for the fancy versioning with talked about. Unfortunately, it's brutally slow on a low-bandwidth connection, as I have to pull the entire remote tlpdb. You should have versions of the form xxx (y.y), where y.y is the catalogue version, though.

Norbert, is there any way you could add local & remote catalogue version columns to 'tlmgr update --list --machine-readable', since you seem to have that info in tlmgr anyway?
