Well, I meant French speaking people.

I'm aware a package is a (bit more than a) set of macros. But I guess it
is more unusual to have a `.tex' file of macros in TEXMFLOCAL (hence for
asystem-wide use) than in TEXMFHOME (hence for a personal use).
