Start the tlmgr gui, then select a package by double clicking on
it. Then yuo see the strings.

All packages that have local packages are restored to the latest
saved version.
By the way, there is a stupid typo
"Restore all package ..."
instead of ...packages. But I do NOT change that now as we will get
loads of untranslated strings ... gr....
