[tldoc] readme and it.po updates

Hello everyone,

Sorry if I'm really late with the updates, but I switched from my 7
years old laptop to
a shiny new one! Moreover, I'm still out of my sweet home due to the earthquake
damages.

However, here it is: it.po (updated to tlmgr rev. 19414), readme.it,
and readme.it.html.

I'm also preparing the texlive doc update. I hope it will be ready soon.
