[tldoc] top-level README translations

While we continue to finalize the big TL manual, I did update the
top-level README.  My English html+text versions are attached.
Comments are welcome, and so are translations :).

The easiest way for me to handle them is to get zipped or gzipped
attachments, to avoid the inevitable email corruptions.  Of course,
you're also welcome to check them in directly.

FWIW, I generate the text version from the html using lynx.  The exact
script is at
http://tug.org/svn/texlive/trunk/Master/tlpkg/bin/htmltext.  No idea if
it does anything useful in other languages.
