[tldoc] Status of English version

Hi Petr,
though Slovaks apparently understand Czech very well it's not a must.
On the other hand it's quite nice if Slovaks get at least the welcome
message in Slovak.

If Jano Busa has the time to do it, that would be nice.  If not, I'll
ask next year again.  :)

These are the relevant files:

  tlpkg/installer/lang/perltk-en.sample
  texmf/scripts/texlive/tlmgrgui/lang/en.sample

If you can provide translation files soon, send them to me and I'll
upload them to the TeX Live repository.  If you need more time, send
them to the list.  The reason is that I'm in Cork next week.
