I actually think it's more helpful to point people to the general web
page than the specific pdf reference manual.  I know I'd be looking for
something a little more general to get started with, at least.

We could do both, but I don't think it's really worth it at this point.
(Or any other final tweaks to the manuals.  They can always be improved,
but we have to stop sometime lest the translators go insane.)

However, Hartmut added a paragraph (to English live.tex) about manpath
configuration.  So if any translators still retain their insanity, here
is the new text:
