[tldistro] circuitikz

Hello,

on Arch Linux, texlive-pictures (2019.50872-1, [1]) packages the old version 0.8.3 of circuitikz from May 28, 2017. Is there a special reason for that or was it just forgotten to update?
There has been quite a bit of development on the package so that many of the examples given in the manual are not compilable using the provided version.
