[tldistro] searching for 2017/texlive.tlpdb

Hi,
I'm searching for the texlive.tlpdb which corresponds to the snapshot  
"historic/systems/texlive/2017/".
Is this file available somewhere?
How is this file generated from the sources that exist in this dir  
(http://ftp.math.utah.edu/pub/tex/historic/systems/texlive/2017/)?

I was expecting to have the file inside this archive install-tl-unx.tar.gz  
or like it was in 2016, as a packed file.
