[tldistro] tex(live) patch time

Hello distro folk interested in TeX - just a note that we plan to start
building test binaries for the next TeX Live release in a few days.

So if you have unsubmitted patches that would be good to include, please
send them to tlbuild at tug.org.  (That is, for the core TeX programs that
are maintained as part of TL.  Patches for programs maintained by other
people, like dvipng and dvisvgm and ... should of course go to their
respective maintainers.)
